近年における水防体制の変化
Changes in Flood Fighting System of Japan in Recent Years

Abstract
Recently, flood damage is decreasing since flood control facilities such
as levee and dams are improved. In addition to this situation, the change
of social and economical situation such as depopulation and urbanization
influenced flood fighting system. As a result of it, its system weakened
and the number of flood fighting squadrons is decreasing.
In this report, we analysed the transition of flood fighting system using
the result of questionnaire survey and hearing survey for flood fighting
headquarters and the Fire Defense Agency. Particularly, since the same
kind of questionnaire survey for flood fighting headquarters all over
Japan was carried out 13 years ago, we tried to compare these results.
And we proposed what we must execute so as the flood fighting system to
activate as flood protection methods in the near future.
