山口県における台風による風水害被害度の評価

Assessment of the Degree of Damage Caused by Wind and Flood Disaster as a Result of Typhoon in Yamaguchi Prefecture

Abstract

The disasters caused by typhoon are among the most severe natural calamities occurring in Japan. These include wind, flood, storm surge and wave disasters due to strong wind, heavy rainfall, storm surge and high wave, respectively. Among them, wind and flood disaster is one of the meteorological disasters that occur frequently and affect seriously human life and social development. Therefore, in order to prevent or mitigate wind and flood disaster that is frequent during typhoon, it is important and necessary to clarify the characteristics of temporal and spatial distribution of strong wind and heavy rainfall due to typhoon and assess the degree of damage caused by them. The objective of this paper is to clarify the degree of damage of wind and flood disaster caused by typhoons which approached within 500 kilometers from Yamaguchi City, from 1965 to 1996. In this paper, the characteristics of temporal and spatial distribution of strong wind and heavy rainfall due to typhoon, wind and flood disaster caused by them and relationships between the two are analyzed. Secondly, in order to assess quantitatively and comprehensively the degree of damage caused by wind and flood disaster, damage index in terms of number of injured persons, number of damaged houses and amount of damages (money value) is proposed according to the method of mathematical statistics. Thirdly, the degree of damage caused by wind and flood disaster in different courses of typhoon, different years and different areas in Yamaguchi Prefecture are assessed respectively using fuzzy cluster analysis.
