Urban Flood Disaster in Fukuoka city in June, 1999

Abstract

Heavy rainfall occurred in Fukuoka Prefecture in the morning of 29 June,1999. The hourly rainfall from 8 to 9 a.m. amounted to 77 mm in Fukuoka city. This heavy rainfall and the consequent overtopping flow from the Mikasa river which runs in Fukuoka city caused inundation in the wide area of the city. The inundating water flowed down to JR Hakata station in which the inundating flow depth reached about 0.5 m. The inundating flow invaded into underground space, namely, the underground space in buildings, the subway station and the underground shopping mall near the station, which caused heavy damages. Also, one woman was drowned to death at the underground restaurant. This flood issues a warning that underground space in urban area is dangerous to flood and suitable countermeasures should be taken into account.
