噴火災害下における島原市の自主防災組織の現状と課題

Present Situations and Problems of Voluntary Organizations for Disaster Prevention in Shimabara City Suffered by Unzen Volcanic Disaster

Abstract

The long-term volcanic activity of Mt.Fugen in Unzen rendered severe bad effects on residents of Shimabara City. They were forced to evacuate their homes due to debris flows and pyroclastic flows. Voluntary organizations for disaster prevention were formed to promote and make sure of evacuations of residents by leadership of Shimabara City. However, the activities of organization seem to be dull. In this work, present situations and problems of voluntary organizations for disaster prevention are investigated by questionnaire for representatives of voluntary organizations. Activities of town association, contacts in one's neighborhood, consciousness about disaster prevention plan, valuation of reconstruction plan and disaster prevention plan for earthquake are discussed and some suggestions are presented.
