Abstract
　It has passed about l0 years since the concep“Comprehensive Flood Disaster Prevention”was applied to small rvers in urban area for River Disaster Preventoon. Many problems of rivers in urban area that have appeared after Kanogawa Typhoon (1958) are being solved by this Comprehensive Flood Disastar Prevention. And now, this policy is going to apply to other rivers in non-urban area, too.
　But, thmugh many measures applied to small rivers in urban area, some problems and diffculties have appeared. Are ideologies and measures of the Comprehensive Flood Disaster Prevention really best policy? It is necessary to clear this point in order to consider future Flood Disaster Preventions.
　In this paper, main purpose is studying about validity of the Comprehensive FIood Disaster Prevention for present society which has many kinds of ideologies and systems, by means of investigations and researches.
