Investigation on Conception of Disaster Prevention in Relation to One's Experence in Submersion Disaster

Abstract
 Inhabitants in the south part of Nagoya city where the ground is lower than sea level have frequently suffered submersion disasters, including the storm surge caused by Ise Bay Typhoon. In this study, a survey with questionnaire was conducted for two thousand inhabitants Iiving in the four school districts located in the coastlands of Nagoya city. The questionnaire was concenred with the prospective degree of hazards, the request to an administrative organ for countermeasures and the self-defense measures against submersion disasters. Diffrences in the answers between the inhavitants experienced in the storm surge due to Ise Bay Typhoon and some other disasters and those inexperienced were examined in analyzing the survey. The results indicate that the inhabitants having experience in the disasters of Ise Bay Typhoon are more strongly conscious of the aforementioned questions as compared with those inexperienced, though the tendency obtained is different according to the school district sampled. It is also indicated that the inhabitants have only a superficial understanding of the disaster prevention because of their lack of knowledge of the natural disasters such as flood and storm surge. The results suggest that in order to establish effective countermeasures the proper knowledge of natural disasters should be commonly spread among the inhabitants and the mental attitude of inhabitants toward the disasters should be taken into account.
